Mehmood Akhtar, however, died in 2011. In October 2010, the Pakistan People's Party (PPP) government of Prime Minister Yousaf Raza Gillani presented a bill in the National Assembly to replace the national anthem. The bill was called Bill to amend Ordinance XXIX of the Constitution of Pakistan, 1997 and was passed on 23 October 2010. It later received the assent of President Asif Ali Zardari on 27 October 2010 and came into effect from 21 November 2010. The new national anthem was immediately broadcast on radio and television in Pakistan on 29 October 2010 and is sung at all major national events, most notably the Independence Day celebrations of Pakistan, Pakistan Day and the Army Day.
The new national anthem is not a new hymn. It doesn't create a new tradition of remembrance of the country's past. It just tries to reflect the new history and ideology of Pakistan. It does not present a fresh image of Pakistan but adopts the same old vision of Pakistan. The use of the word Pakistan in the anthem is an important issue. The word Pakistan was written only in the 1900s and it didn't exist before that time. The new anthem was written in 1947 and it was used even before Pakistan's creation. Now the word Pakistan is being used again as a sign of pride. It is seen as a sign of emerging from the shadow of the East. It is the right of every Pakistani to be proud of the country and its leader. Many are already proud of the country and its leader.
After the instrumentation and lyrics was finished, the NAC sent the composition to the Lahore Chamber Orchestra to conduct the music. The National Anthem of Pakistan is mainly based on the composition of Pakistani composer, L.F. Khan, and Pakistani violinist and conductor, Syed Mehmood Akhtar.
On 13 August 1954, the NAC recognised the contribution of the poet Hafeez Jullundhri and accordingly decided to compose the national anthem based on his lyrics. Even though the composition of the anthem was entrusted to the Committee, the members were not allowed to choose the words of the anthem. On 16 August 1954, the Committee announced that the new national anthem would be composed in three years and that the anthem would be officially adopted. The Committee adopted the principle of democracy, unanimously preferring a competition for the composition of the national anthem.
